Fatigue Management Safety Program
The Fatigue Management Safety Program establishes requirements for identifying, assessing, and controlling workplace fatigue that may affect an employee’s ability to perform work safely. Fatigue can reduce alertness, concentration, judgment, coordination, reaction time, and physical performance, increasing the risk of workplace incidents, vehicle crashes, equipment damage, and injuries. The program emphasizes fitness for duty, fatigue hazard assessments, work scheduling, adequate rest and recovery, employee awareness, and supervisor oversight to reduce fatigue-related risks. The program addresses fatigue management, worker fatigue, extended shifts, long work hours, night work, overtime, rest breaks, sleep and recovery, safety-sensitive work, fatigued driving, and fit-for-duty requirements. Employees must report fatigue or reduced alertness that could affect safe performance and must not operate vehicles, mobile equipment, machinery, or perform other safety-sensitive work when too fatigued to do so safely. Supervisors evaluate workloads, schedules, environmental conditions, travel, and other factors that may contribute to fatigue and may provide additional breaks, modify assignments, adjust schedules, or stop work when necessary. The program also addresses ergonomic controls, remote and emergency operations, incident review, employee responsibilities, fatigue awareness training, recordkeeping, and periodic program evaluation.
