Dry fit the lip and check the gap at both ends before you drill anything — a bumper that has been off the car before rarely sits square. Mark the screw positions, pilot-drill the bumper plastic only, and screw the lip up from below with the self-tappers. Leave the protective film on until the last screw is in.
