Although treaties had guaranteed vast portions of land to the Winnebago Indians, encroachment and settlement by Americans had reduced the area of their reservation. This report encourages the purchase of a tract of land near the mouth of the "Ouisconsin" river, an area rich in lead and other minerals, now overrun by "a crowd of adventurous persons." It calls for fair treatment of the Winnebagos, new surveys of the territory undertaken, and the purchase of the mineral region from the Winnebagos for $20,000.
