Born in Cambrai, he studied at the prestigious École des Beaux-Arts in Paris under renowned sculptor Pierre-Jules Cavelier. Carlier gained recognition for his allegorical, mythological, and genre subjects, exhibiting regularly at the Paris Salon. His works often combined graceful movement with finely modelled detail, reflecting the influence of French academic sculpture.
