You can order snails and plants together with the tank without an issue, however for shrimp and fish it is recommended that you "cycle" the tank first unless you use startup bacteria, in which case you can put fish in immediately, but it is still recomended to cycle the tank or add only a few fish, and later the rest you would like to keep. The filter needs to establish itself before it can support a lot of livestock, so to let it cycle; you just need to set up your tank and keep the filter on for a week or two as you would normally, with a pinch of food left in the tank as well. Startup bacteria is designed to quick-start this process, however it is still recommended to cycle the tank even with your startup bacteria. For this reason, we recommend setting up your tank and plants first, then placing a second order for fish and/or shrimp a week or two after your tank has been set up. With that said, one or two small shrimp or fish would usually be fine, but do so at your own risk. Setting up the tank: Unpack the tank and items. Check the tank for any cracks or damage from transport. Place the tank in your desired location. Applying any soil and plants: Evenly spread un-washed aquasoil over the base of the aquarium. Use a scraper or ruler to level the surface, or if desired create gradients. If you have gravel or sand, now do the same for gravel over your soil. Slowly fill your aquarium with water until the water level is about 3-4cm above the soil. This makes planting easier. When filling make sure to do so into a bowl so it doesn't make the substrate go everywhere. Begin planting your aquarium. Make sure you spray your plants with water or keep them damp until the planting process is completed. Once the aquarium is planted, slowly fill your tank to the desired level. Add your de-chlorinator. From now on, any new water you add to the tank make sure to add the de-chlorinator to first (in a bucket or jug) and wait 5 minutes before adding it into the tank. Add your filter into the tank. Add your startup bacteria. Power up your filter system and allow the water to clear over the next few hours, if you have fish they can be added at any point now, otherwise let your tank cycle for at least a week.
