What is surplus fabric? Surplus fabric or dead stock fabric is brand new, never been used material that already exists. It is over-ordered by other brands, unused, or left over from their production process. It sits in mills and warehouses with nowhere to go. Unused pre-consumer textile waste is “hidden waste” amounting to at least 10 million kilograms of fabrics in Australia each year (Australian Surplus Textile Survey Summary Report - 2022)
