Remember the waistband is elastic so there's some flexibility with sizing. It is very stretchy, not stiff at all. The waist measurement is of the pants as they are, not pulled open to their widest point. The hip measurement has been taken straight across from the base of the pockets to consider where most women are widest at their bottom and thighs. The length measurement is taken the front of the pants so that you get a sense of where they finish on the legs. However the back of the pants are actually deeper to allow room for your bottom even though they appear to be equal in length once you have them on.
