A scholarly catalogue identifies this particular work as Seven Hundred Million People [Equals] Seven Hundred Million Soldiers (《七亿人民七亿兵》), produced by the “East is Red” Revolutionary Headquarters of the Fudan University Red Guards in Shanghai. The large writing at the bottom says 七亿人民七亿兵 (qī yì rénmín qī yì bīng), literally “700 million people, 700 million soldiers.” It was part of the period’s idea of mass mobilisation and “全民皆兵” — essentially, the whole population as soldiers/militia.
