It is worked from the top down in one piece. You will start by casting on stitches for the neckline, using a crochet hook. You will initially work the shoulder yoke back and forth, with short rows, then work in the round, making increases at the shoulders. After the yoke is finished, you will separate the work into front and back and work the pieces separately down to the depth of the armholes, then join in the round again and work the body in the round to the end.
