Who needs it for residency purposes Who needs it? Non-EU/non-EEA/non-Swiss foreigners who are under 65 and are applying for a first carte de séjour pluriannuelle, and where their status is subject to following the Contrat d’intégration républicaine (CIR) process at Ofii. This includes: Most employees and self-employed people Spouses of French citizens Parents of French children Beneficiaries of family reunification Some other people living in France with vie privée et familiale status based on close family ties. This therefore includes newcomers in these categories plus people who have so far been on one-year visas de long séjour valant titre de séjour (VLS-TS) and one-year residency cards. It is no longer possible for them to renew these more than three times under the same heading (eg. employee/self-employment) before the level to obtain a multi-year (usually four-year) card must be attained. Who is exempt People who already have a multi-year card, or a 10-year carte de resident A Brexit Withdrawal Agreement card Highly-skilled people with a ‘talent’ visa/card Close family members of EU citizens joining them in France under EU free movement rules People aged 65 or older Anyone else who has come to France on a status not requiring signing a Contrat d’intégration républicaine (for example, retirees on ‘visitor’ visas as well as people such as students and temporary or seasonal workers and au pairs). People who completed at least three school years in a French secondary school or at least one academic year of higher education in France are also individually exempt from signing the CIR.
