I could not find a 1999 catalog to look in but I would say made around the year 2000 is within a year Tool is NEW in the box with the pouch included. I can tell you if you push it down in the pouch it is very hard to get out-it is like factory fresh it was never broke in by taking the tool in and out of the pouch.
