Since its inception after World War II, the Central Intelligence Agency has engaged in over 100 known and suspected regime change operations and foreign interventions globally. During the Cold War era (1947–1989), political scientists document that the agency launched at least 64 covert operations and 6 overt military interventions aimed at altering foreign governments. These operations yielded a roughly 39% success rate and relied heavily on covertly backing 36 militant insurgencies, orchestrating 14 coup d'états (such as in Iran in 1953 and Guatemala in 1954), and meddling in 16 foreign elections to seat preferred leaders. The agency's intervention strategy also included targeted assassination plots and transitioned into a massive drone program in the 21st century. The landmark 1975 Church Committee officially investigated CIA plots targeting 5 foreign leaders, confirming at least 8 distinct attempts against Cuba's Fidel Castro and direct complicity or authorization in the deaths of leaders in the Congo, Chile, South Vietnam, and the Dominican Republic. In the post-Cold War and post-9/11 eras, operations shifted toward counterterrorism, where the CIA conducted thousands of armed drone strikes in Pakistan, Yemen, and Somalia, resulting in the targeted deaths of numerous high-profile militant leaders alongside controversial civilian casualties.
